Proposed Algonquin Road Bridge Project
The City is contracting with a consultant to conduct a Phase I Engineering Study of the Algonquin Road Grade Separation project which calls for constructing an overpass over the Union Pacific Railroad between Mount Prospect Road and Wolf Road.
A comprehensive feasibility study identified this project as the highest transportation priority for the city because it is the most feasible compared to other projects and it would provide the most benefits, including:
- Improved traffic flow
- Reduced traffic congestion and emissions
- And, improved response times for emergency vehicles
This study is the first step in a multi-year, multi-phased project which will be completed in mid-2022. Phase 1 includes environmental and drainage studies, analysis of traffic and safety and a recommended plan for the project. It will also consider cost estimates and explore possible funding sources.
Additionally, the City (working with its engineering consultant) will hold public meetings and collect input that will be considered in the project design.
Building on the findings of this phase, the next phase would be detailed design, and would include additional public involvement. Depending on funding availability, construction could potentially begin in 2028 and would take about two years.

Why do we need a grade separation (bridge)?
A grade separation with the Union Pacific freight-line tracks at an east/west railroad crossing has been a discussion point in Des Plaines for quite some time. Below are the primary reasons why:
- Provides an unimpeded route between the east and west sides of the City (there are currently zero).
- Significantly reduces emergency response times for first responders.
- Increases safety with the elimination of a railroad crossing and potential accidents.
- Mitigates congestion and improves air quality.
- Increases overall transportation efficiency and creates a more seamless and reliable transportation network for the benefit of our community.
Why was Algonquin Road selected for this project?
A feasibility study was conducted in 2009. Algonquin Road was selected for an overpass based on consideration of traffic patterns, safety concerns, avoiding right-of-way acquisition from residents, its central location within the City, and the overall impact on the community.
Why can’t we build an underpass instead?
Building an underpass was considered but is not recommended from the project’s feasibility study. Primary reasons are the lack of support from Union Pacific railroad, the need for temporary tracks while the underpass bridge is constructed, larger construction easements, and the addition of pumped drainage facilities. Significant increases in project costs and duration would result.
How will this project be funded?
Funding for the Algonquin Road Grade Separation Project will be a continuous effort requiring various stakeholders, including federal, state, and local government agencies. As of February 2024, $18 million has been secured for the project which is expected to cost approximately $35 million in total. Securing grant funding will be vital towards the project and allows minimal impact to the City’s budget. Funding availability and support for infrastructure is currently strong at the federal and state level which has not always been the case. The City hopes to capitalize on this opportunity.
What are the next steps in the process for the project's development?
The project is currently in Phase I engineering which includes preliminary design, data collection and analysis, stakeholder coordination, and project funding assistance. Phase II primarily includes right-of-way acquisition and preparation of plans and specifications. Phase II is estimated to begin in 2025. Phase III is the construction phase and is estimated to begin sometime between 2028-2030. Construction for the project may last between 2-3 years. A detailed project schedule will be developed, and regular updates will be provided to the community to keep everyone informed about the progress.
What are the enhancements you’ll be making to the Park District in conjunction with this project?
- Multi-use Path on North Side of Algonquin Road.
- Fills Gap in sidewalk along south side of Algonquin Road.
- Landscaping features along retaining walls.
- Decorative form liners and/or murals on retaining walls.
- Decorative railings on bridge and retaining walls.
- Additional wayfinding signs.
- Implement traffic calming measures (signs, raised crosswalks, speed tables, etc.)
Why should a grade separation be built at Algonquin Road if one is going to be built at Touhy Avenue?
The Illinois State Toll Highway Authority (ISHTA) is expected to construct a grade separation in the future at Touhy Avenue as part of the Elgin O’Hare Western Access Project. However, this location is on the far south end of the City and does not provide a central location for first responders and the large majority of residents.
