Emergency Water Bill Assistance Application

The Emergency Water Bill Assistance Program is available to assist eligible residents who are at risk of water disconnection or need financial assistance with a past-due City of Des Plaines water bill. This program is available only to residents who live within the corporate limits of the City of Des Plaines and have an active water account with the City of Des Plaines.

Eligibility for financial assistance is reviewed on a case-by-case basis. The minimum eligibility requirements for consideration are as follows:

  • Applicant must live within the incorporated/corporate limits of the City of Des Plaines.
  • Applicant must have an active water account with the City of Des Plaines.
  • Applicant must have a past-due balance on their City of Des Plaines water account.
  • Applicant must lack sufficient funds to pay the past-due water bill.
  • Applicant must be experiencing a temporary financial hardship, such as loss of employment, reduced income, illness, unexpected expenses, or another short-term hardship.
  • Applicant must have a plan for future sustainability, such as returning to work, establishing a payment plan, stabilizing income, or otherwise demonstrating an ability to maintain future water bill payments.

Before starting the online application, please have copies of the required documents ready to upload:

  • Valid Driver’s License or State ID
  • Proof of income, unemployment benefits, disability benefits, or other household income
  • Mortgage statement or lease/rent documentation
  • Current gas bill
  • Current electric bill
