Open Enrollment is your annual opportunity to review, update, and make the most of your benefits for the upcoming year.

  • EMPLOYEES: If you are making changes to your medical, dental, vision, or supplemental life insurance elections—or enrolling in Flexible Spending Accounts or Transit Benefits for 2026—you must complete enrollment electronically through your Employee Portal.

WHO MUST COMPLETE 2026 OPEN ENROLLMENT? OE Generic

Action RequiredYou MUST complete Open Enrollment if you are: 

➡️ Making changes to their medical, dental, vision, or supplemental life insurance coverage.

➡️ Enrolling in a medical or dependent flexible spending account (FSA). NOTE: 2025 elections DO NOT carry over.

➡️ Enrolling in transit benefits. NOTE: 2025 elections DO NOT carry over.

No Action RequiredYou DO NOT need to complete Open Enrollment if you are:

➡️ Not making changes to your current coverage, AND

➡️ Not enrolling in FSA or Transit Benefits for 2026. 

  • In this case, your 2025 benefit elections will automatically carry over into 2026.
  • However, you will not be enrolled in FSA or Transit Benefits for 2026—even if you participated in 2025.
 

HEALTH INSURANCE OPT-OUT INCENTIVE 

If you have health insurance available through another source (such as a spouse or family member), you may qualify for a cash incentive from the City by waiving coverage.

Annualized incentive amounts by coverage tier:Incentive

  • $2,000 Single
  • $3,000 Plus One
  • $4,000 Family

To participate in 2026, you must:

    • Decline City medical, dental, and vision coverage.
    • Submit a completed Opt-Out Form with proof of other medical coverage to HR by the November 7 deadline.

    • IF YOU ARE NOT MAKING ANY CHANGES, NO ACTION IS NEEDED.
    • Your 2025 benefit elections will automatically carry over into 2026.
    • If you are making changes to your retiree benefits, please return your completed Retiree Open Enrollment Form to the City's HR Dept. by no later than Friday, November 7, 2025.
